Is it fair for foreigners to buy land in Korea when Koreans cant do the same in China? What kind of

Based on my research, foreigners can purchase the property in China and Korea. However, it is relatively easier to do so in Korea. First, there is a difference in residency requirements. In Korea, foreign citizens do not need to be residents. On the other hand, China, the person must stay in China for at least 12 months on valid visa. Also, in some major cities, foreigners need to pay tax for certain period of time. Then there is a difference of types of properties that can be owned by foreigners. In Korea, foreigners can own any type of residential and commercial properties. Also, they can purchase as much as they want. On the contrary, foreigners can purchase only one property, and it is strictly restricted to personal usage that the flat should not be rented out. By navigating the difference, I believe government should pose the restriction on how many flat that foreigners can purchase. If not, it will be the local who suffer from the burden of lack of house.
