Can allowing too much freedom sometimes lead to problems? Why or why not?

Many philisopher already studied about this questions. Following their theory, if we would allow all freedom, it could invade other's freedom. So we can't allow all freedom. We gave up and handover some freedom to somegroup. then, we recieved safety. That is a origin of nation.
