Industries that are labor-intensive such as shoe-making made up the majority of firms in the economic cooperation zones. This is because North Korea can offer cheaper labor and South Korea seeks to benefit from this affordable workforce. I once saw a factory in one of these zones where many North Korean workers filled in it. If my memory serves me right, they seemed to get along well. I felt optimistic that we could make gradual progress toward the long-standing goal of Korean reunification by improving mutual understanding and cooperation through working side by side. Therefore, SMEs are not just economic actors but key players in fostering trust, collaboration, and a shared future between the two Koreas.
