Should all apartment residents be required to follow strict rules like no pets or no loud music?

Even though apartment is for many people and they should collaborate together and be kind to each other, those district rules can be barrier for some. Apartment is home for people who living in there and if they have limited choice, they can make apartment will be a uncomfortable home. Listening to music and raising pets is free choice they can make but if it harms other, they should think of other ways, but that doesnt mean to limit everything. So I think the making rules about set up right amount of volume to not make other people feel noisy is fine but limiting all musics arent fine.
