if Japan joined the treaty, the country should obey the law. If the member country breached the treaty, the country will be subject to sanctions. but Japan is exceptional. Because Japan paid a lot of money to the IAEA which is international organization in case of this. So affected countries such as Korea and Philippines have to be prepared in advance about the conduct of Japan.
