First, funded refer to money available or money for a specific purpose. This is a word usually used when talking about money for a specific purpose. The ed is attached to the fund, so it become the past tense. For example, "We need to start funding to help many children who are struggling because of war or civil war."

Second, founded means that an organization or institution builds something, especially by paying more.
As above, since ed is added to Found, it become the past tense.
For example, "I founded a big company today! Would you like to come take a look?" etc.
