Because most people who live in non-English speaking area don't need to study English.
They can save money and time for study English. For some people like English teacher, it would be oppsite situation.
Anyway, peoples use a lot their body on communicating with others. Speakers and presentationers want to notice clear and easy to their partner and audience their meaning.
They also want to express their hand when they deliver on important fact. It means to concentrate the important fact.
I often use my hands with my word to explain direction to foreiner.
