What can you say about the increasing number of teenage felons with no criminal responsibility?

This is very serious, cause these young criminal who didn't learn any lessons will repeat the same trouble.
Nowadays because of the supply of Internet, people can easily get the knowledge of law, those teenage felons as well. There're must some felons abuse the law to avoid a responsibility. I think the number of teenage felons increasing because they don't afraid of the law. The society have responsibility to teach them how to reflect, not just forgive them and give a chance without any price.
