No, I don't think all of the people started leaving the rural areas. Someone has something bad problem of financial so they have to move to other cities, or someone doesn't want to live in the rural areas so they move to cities with borrow some moneys. It has many case. And I think its negative effects are cost money a lot. So some people give up to move to cities or borrow moneys for move. I think it has a lot of variable.

Thank you for taking the time to answer this question despite your busy schedule. I hope you're doing well. 
In my country, most people from the rural areas who transfer to the cities do it for financial reasons. You're right when you said there are better job opportunities in the city especially if you have a college degree. 
Unfortunately, not everyone who move to the city are lucky enough to land good jobs. So as a result, they end up going back to the rural areas which is a sad thing. 
Anyhow, I hope you're doing great. :)
