2) I'd like to know the nuance gap between 'reject' and 'refuse'. During my work, I am using the two words in same meaning (because it has same meaning in dictionary), but I believe there should be some nuance gap. (for example, level of politeness???)

>> Yes, you're right. Both words have very similar meaning and can be used interchangeably in a sentence. However, there are some differences between the two. 

In transitive terms the difference between reject and refuse

is that reject is to refuse to accept while refuse is to decline (a request or demand).
REJECT - To refuse to accept. [ ex: My business proposal was rejected.]
REFUSE - To decline (a request or demand) [ex: My request for a pay rise was refused.]
