It is sad that someone lives through begging in the same country. Advanced countries try to make good welfare system for people like compulsory education, subsidy and pension and so on. But I think it is impossible any government could not solve perfectly this problem. Even it is not the best way to give subsidy for the poor people . We need to teach working skill and to encourage for motivation for working.
